Лисаков Жоғарғы Тобыл тарихы мен мәдениеті мұражайы 1991 жылы құрылған. Бастапқыда ол қалалық бюджеттен қаржыландырылатын Қостанай облыстық тарихи-өлкетану мұражайының дербес бөлімі ретінде әрекет етті. Лисаков мұражайы топтамасының негізін қала құраушы кәсіпорын-Лисаков тау - кен байыту комбинатының тарихи-өндірістік мұражайынан берілген қорлар құрады.
